AI Control Library / CF-07: Human Oversight & Escalation
Designation: Supplemental | Control types represented: Operational and Technical
Control requirement
Apply and verify personnel compliance with AI acceptable-use requirements in actual work, including approved tools, authorized data, output checks and action limits. Detect material departures and address causes through proportionate correction.
Why this matters
Acknowledging a policy does not show that it is followed. This control focuses on operating behavior and enforcement, complementing policy definition and general awareness.
How the control types work together
Operational controls define scope, authority and the actions required when conditions are not met. Technical controls produce evidence or enforce the relevant boundaries. Both must apply to the same deployment and operating conditions.
When it applies
Employee and contractor AI use across organizational and external services, including personally initiated workflows used for work.
Define the assessed boundary, dependencies and evidence limitations. Tailor depth and review frequency to potential impact, and document why a particular safeguard or exclusion is appropriate to the actual deployment.
Ownership
Managers and the acceptable-use owner oversee implementation; security, privacy and system owners provide proportionate controls and review.
Implementation guidance
- Translate relevant policy into usable role instructions, approved access and necessary data or action restrictions.
- Provide help and approval routes that support legitimate work without encouraging hidden workarounds.
- Review representative use and authorized telemetry proportionately, respecting privacy and applicable personnel requirements.
- Correct material deviations, assess exposure and verify improvements to access, guidance or workflow rather than relying only on repeated acknowledgement.
How to verify it
Use representative records and authorized controlled tests. Identify the relevant version, operating conditions and expected result before testing, and retain enough evidence to support the conclusion.
| Test | Expected result |
|---|---|
| Trace a representative work use | Tool, data and action choices meet the applicable rules. |
| Exercise a prohibited transfer or action | The designed restriction or detection responds. |
| Review a detected departure | A proportionate response addresses exposure and recurring causes. |
Record a finding when required results cannot be demonstrated or practice differs materially from the approved conditions. Missing evidence limits the conclusion; it should not be treated as a successful test.
Evidence to retain
- Role use requirements
- Access and handling controls
- Use reviews and test results
- Correction and improvement records
Protect evidence according to its sensitivity, access needs and retention rules. Avoid unnecessary copies of personal information, secrets or confidential material, while preserving the records needed for authorized review.
If the control fails
Escalate material unsafe use to security, privacy or the relevant authority. Contain ongoing exposure and apply the approved personnel and improvement processes.
Example in practice
Hypothetical example: A team repeatedly uses personal AI accounts because the approved service lacks an accessible workflow. Review contains sensitive use and fixes the approved route instead of treating another policy signature as sufficient.

Review and maintenance
Review at the interval approved by the control owner and after relevant changes, incidents or failed assessments. Update affected procedures and configuration, address evidence gaps and verify corrective action before closing findings.
